"Regular inspections are undertaken to ensure roadside stops are clean and free from litter - it's very disappointing when they're used as a dumping ground," he said.
Mr Bailey said community members had raised concerns about rubbish dumping at the stops, with the authority deciding to remove bins from the areas.
"We've removed the bins from this section of the highway in response to community concerns about excessive rubbish dumping, including household waste and hazardous materials," he said.
"We encourage everyone to dispose of their rubbish thoughtfully and responsibly and to be mindful of the impacts that roadside dumping can have on the surrounding environment."
Regional Roads Victoria (RRV) crews said they conduct regular inspections on the arterial network, rest areas and roadsides, including the Western Highway.
