Ararat Rural City Council mayor Jo Armstrong and chief executive Dr Tim Harrison hosted the ceremony on Thursday, May 20.
"It's an absolute pleasure to witness new citizens take the pledge of commitment to become part of our democratic, Australian family," said Cr Armstrong.
"Being part of a rural community, we've learned to embrace our natural environment, and so has every generation before us. It's made us more resilient, innovative and community-minded.

"Our region has a strong history of multiculturalism and each wave of migrants continues to shape our community for the better.
"The beauty of an Australian citizenship is that it celebrates our diversity while acknowledging the shared values and freedoms that unite us."
Council employee Sree Tiwari and her six-year-old son, Aayan, were among those to become Australian citizens at the ceremony.
Ms Tiwari was born in Nepal and moved to Australia seven years ago. She said she was pleased to obtain her citizenship.

"I've aspired to become an Australian citizen for a very long time, it's one of the best countries in the world to live in," Ms Tiwari said.
"It means a lot to me - I'll finally get a chance to vote and continue building our life here in Australia.
"I love Ararat and the enviable rural lifestyle that comes with it - it's a small town, quiet and has a friendly community that makes you feel at home.
"Last year, we purchased a house in Ararat and look forward to putting down roots in the region."
