Australian Medical Association president Omar Khorshid said based on the simple math, it would be hard to get the entire population through two doses, three months apart by then.
But Dr Khorshid said Australia had to need to rush, because it had done an extraordinary job protecting its population.
A total 9993 COVID-19 test results were reported to Victoria's Department of Health to midnight Sunday.
