The child's mother confronted the man and he fled from the beach on foot towards Victoria Street, Williamstown.
The alleged offender is believed to be of Indian sub-continental appearance, around 30-years-old, with a medium build, black hair and olive skin, police said.
He was wearing a black hooded jumper, grey tracksuit pants and slides on the day of the alleged incident.
