A PROPOSAL has ben submitted to the Ararat Rural City Council with plans outlined to establish a 15 hectare sand quarry near Moyston.

The planning application was submitted by John Mitas Consulting to Council on July 5 and it is being advertised, with submissions open for lodging.
The proposed quarry site will be used to extract sand, with prior drilling on the site indicating a sand resource of 450,000 cubic metres, covering an area of 15.04 hectares.
The planning application relates to the property at 69 Barton Road, Moyston, which is located 5.6 kilometres southwest of Moyston, 20 kilometres southwest of Ararat and just two kilometres east of the Grampians National Park.
Land assessment has been undertaken, with the quarry expected to have a lifespan of 24 years.

As part of the application, in a company representative statement, landowner Darren House of Darbay Pty Ltd said they are committed to running the quarry with the community's support.
"I am committed to engaging with the community, listening to community concerns and responding appropriately to community feedback and seek to be recognised as a valuable contributor to the community," he said.
Near the site there are 14 landowners within two kilometres of the proposed quarry, with the closest property located 530 metres from the work authority boundary and 600 metres from the extraction area.

As part of the planning process John Mitas Consulting said all residents and landowners within two kilometres of the proposed quarry have been invited to a site meeting organised in consultation with the ARCC and after the proposed quarry operation was explained, the neighbours were given an opportunity to ask questions and outline concerns.
The proposed site is currently zoned for farming with an estimated cost of development for which the permit is required at $400,000.
Submissions can be given to the Ararat Rural City Council through the greenlight portal, email (planning@ararat.vic.gov.au) or via mail to PO Box 246, Ararat.
Permits will be advertised for no less than 14 days; however submissions can be made to Council outside of those days and at any stage of the application process up until a decision is made.
A decision will not be made on the proposal before 28 July, 2021.
