"We are pleased that our staff COVID-19 vaccination program has started today," he said.
"It is important that all our staff are vaccinated to protect them from coronavirus."
East Grampians Health Services had begun immunising aged care residents as early as Friday, March 19.
Mr Freeman said he had been delighted with the dedication of the staff during the pandemic.
"They came together to solve problems, often 'thinking outside the square' when they needed to, and went about their work with good humour and great camaraderie throughout it all," he said.
"Whether clinical or non-clinical, they have all stepped up to the plate and I am proud of each and every one of them."
