A further 10,793 people were tested for the virus on Monday statewide, according to the Department of Health and Human Services' Monday update.
None of the four new cases of COVID-19 recorded on Sunday were in regional Victoria.
At this morning's press conference, Premier Daniel Andrews confirmed there were still only seven active coronavirus cases in regional Victoria - four in the Mitchell Shire and three in Greater Shepparton.
The four new cases were in the Moonee Valley and Hume areas.
Mr Andrews said there were 12 people in hospital with COVID-19, although none of those people were receiving intensive care.
One person - a man in his 90s - died from the virus.

The new case numbers came as regional Victoria opened up further on Monday morning.
Mr Andrews said while regional Victorian cafes, restaurants, and pubs would be allowed to have up to 70 seated patrons outside and 40 inside, there would be differences in Shepparton.
"[The restrictions] that relate to indoor restaurants and cafes will not apply to the Greater Shepparton area at this time," he said.
"That allows us to get the day 11 testing completed so we can have a much more accurate picture of exactly how much virus is in the Shepparton community.
"These matters will be reviewed on the weekend and it would be my hope and my expectation that we can have Shepparton assume those new settings, those indoor settings with the rest of regional Victoria."
