The teenager won the opening leg at Grenfell before placings at Tarcutta and the final event at Forbes saw her finish on ten points, ahead of Emma Thompson (5.5) and Sarah McIlrick (4).
Steer decorating is an all-female events where competitors are required to chase a steer and remove a ribbon attached to its back.
Moore first rode her horse, Bobby, in the third round at Tarcutta where she finished third.
It was the most satisfying part of her season.
"I was using someone else's horse at the start of the season while I was training mine at the same time," he said.
"It's a lot of hours to train them, it probably took me seven months until I took him to his first rodeo.
"When he placed third for me on his first go, that was probably the most exciting part of the year for me."
The final leg was held at the Forbes rodeo in March, allowing organisers to complete the southern zone circuit before the sport was shut down due to the coronavirus pandemic.
"The southern zone was finished thankfully, but there was a fair few rodeos that had to be cancelled or postponed until next year," Moore said.
Moore said the help of cowboy Brett Wilson was crucial in her success, and set winning the rookie title as her major goal for this year.
"Mum's always been right into the horses, she taught me everything I know and I also met a couple of people that I went to school with who are involved in rodeo," she said.
