Kerry Strong, 28, and Shane Hedges, 36, appeared in the Warrnambool Magistrates Court on Monday charged with trafficking methamphetamine and other offences.
Portland police Detective Senior Constable Tim Chester said the pair were arrested following a search warrant executed at their Hexham property by Portland detectives and Mortlake uniform police officers on Friday.
He said the search uncovered four grams of methamphetamine, three ecstasy tablets, cutting agents, numerous sets of scales, a crossbow, chainsaw, a dirt motorbike stolen from a Ballarat property in 2018 and more than $13,000 cash.
The detective said police also located over $3000 worth of cosmetics believed to be stolen.
He said the pair told police the drugs found were for personal use and the cash was from the sale of vehicles.
Detective Senior Constable Chester said Ms Strong came to police attention on October 21 last year after officers found evidence of her selling methamphetamine to a Portland man.
He said police seized a phone from the male at a Portland address during an unrelated search warrant.
An analysis of the phone allegedly revealed numerous messages to and from Ms Strong in relation to the sale and purchase of drugs.
Detective Senior Constable Chester said one message referred to the man buying one ounce of methamphetamine from Ms Strong on October 7 last year.
He said the male deposited $3500 into the bank account of a Timboon woman, who forwarded the money to the accused.
During a bail application, Ms Strong's mother told the court she would support her daughter on bail and allow her to reside at her home in Caramut.
Magistrate Mark Stratmann said it was a "close-line call" but he was persuaded that the risk of Ms Strong re-offending could be managed if she was released on strict-conditional bail.
Those conditions included reporting to Warrnambool police station twice a week, residing with her mother in Caramut, surrendering her passport, not associated with the co-accused, abiding by a 9pm to 7am curfew, not driving and not using any drugs.
Ms Strong was released on bail and will appear in court again on April 14.
Her partner Mr Hedges made no application for bail and was remanded in custody until February 18.
A Court Integrated Service Program report will be provided to the court on that date.
