Bureau of Meteorology duty forecaster Peter Blake said the city was forecast to reach a top of 42 degrees on Thursday and 41 on Friday.
"A northerly wind will bring all the hot air from inland southwards," he said.
"(Horsham is) looking at a top of 31 on Saturday, while probably the first potential storms will on Friday. It is a slow-moving band, so they (the likelihood of storms) will basically be continuous until a cool comes through from the west on Saturday afternoon."
Mr Blake said Horsham was expected to receive "a couple" of millimetres of rain on Friday, 10 on Saturday and one millimetre on Sunday.
The bureau is forecasting four to 15 millimetres of rain for Stawell and up to 20 millimetres for Edenhope and Ararat on Saturday.
