A spokeswoman said both lanes of Toolondo-Wonwondah road remained blocked to traffic near Telangatuk - East Rocklands Road. The Horsham unit received the callout at 7.20pm.
Meanwhile, Powercor is working to restore power at Telopea Downs. Seven customers on Blue Hills Road are expected to be without power until 11.30pm.
It followed 42 residents northeast of St Arnaud losing power around 5pm, where it was restored at 7.30.
On Wednesday, the organisation shared tips for being prepared for blackouts with Western Victoria residents.
The Bureau of Meteorology has previously predicted Victoria will see some of its most damaging weather of the entire winter on Thursday and Friday.
