Swan Hill resident Allen Ridgeway told the Mail-Times he planned to join the election race. However, he said he still needed 100 people to endorse him as a candidate by the deadline of April 23.
Mr Ridgeway attended a climate change action forum in Mildura last week where he was listed as a candidate.
Mr Ridgeway previously ran for the seat of Mallee as an independent in 2013.
He has also run for the Swan Hill Rural City Council a number of times. The most recent occasion was at the council's by-election in February, where he received 28.70 per cent of the first preference vote.
The Wimmera Mail-Times has repeatedly asked Mr Ridgeway for an interview.
Candidates for the Mallee seat are Science Party's Leigh Firman, Labor's Carole Hart, Independent Ray Kingston, Citizens' Electoral Council's Chris Lahy, United Australia Party's Rick Millar, Independent Cecilia Moar, Independent Jason Modica, Liberal Party's Serge Petrovich, Greens candidate Nicole Rowan and National Party's Anne Webster.
The federal election will be held on May 18.
