Former Russian double agent Sergei Skripal and his daughter, Yulia, were poisoned with Novichok, a nerve agent, in the English city in March 2018.
The two Russian suspects identified by Britain in the near-fatal poisoning had claimed in an interview on Russian state broadcaster RT that they were mere tourists in Salisbury to visit the "famous cathedral".
A local councillor condemned the flag incident. "Residents will just be very upset, it's just a little bit of a slap in the face," Jo Broom said.
The flag has already been removed.
