Ararat Rural City will seek the Planning Minister’s permission to begin a process that would see more than 100 locations in the region added to a heritage overlay.

Councillors voted during last week’s ordinary meeting to seek authorisation from Victoria Planning Minister Richard Wynne to “prepare Planning Scheme Amendment C39 to implement the findings the Rural Ararat Heritage Study into the Ararat Planning Scheme”.
The study identified 103 locations to add to the heritage overlay. including the Buangor Railway Station and Railway House, farmland at Buangor, the Western Highway Avenue of Honour, Cathcart Cemetery, Elmhurst Mechanics' Institute, Lake Bolac Hotel and General Store, Maroona Railway Complex, Pomonal’s tobacco kilns, Warrak Recreation Reserve and the Western Hotel and Bluestone Stables at Wickliffe.
Notable trees and streetcapes of most towns within Ararat Rural City were also on the list for a heritage overlay.
Deputy mayor Gwenda Allgood said heritage studies were “excellent” as they “protected a lot of our older buildings”.
“It gives people some sort of direction on what they can and can’t do to these buildings,” she said.
“I think it’s important that we do this and it has been a very long process. I would encourage people in the areas to have a look at it.”
A report to councillors stated that the list was places that “tell the rich history of the rural parts of the municipality”.
“The next step for the Rural Ararat Heritage Study is to prepare a Planning Scheme Amendment to give recognition to the beautiful towns and places telling the story of a rich and varied post contact past that stretches back to the 1830s, the establishment of pastoral settlements, the development of goldmining and forestry, and a history of soldier settlement,” the report stated.
Individual assessments were sent out to over 130 landholders and an information session was held in Willaura seeking feedback on the study. Feedback was received from 10 landholders seeking clarification and providing additional historical information.
