Winds could reach 100km/h in the Ballarat region in the early afternoon.
The winds are expected to rapidly ease an hour or two after change.
The bureau issued the warning for people in the Central, South West, North Central, West and South Gippsland and parts of the East Gippsland, North East and Wimmera forecast districts.
The State Emergency Service advises that people should:
- Move vehicles under cover or away from trees
