At Ararat Rural City Council's August meeting Council endorsed the final concept plan and documentation for the rezoning of the land and will now seek authorisation for amendment C19 to the Planning Scheme from the Minister for Planning, Mathew Guy.
Ararat Rural City Council at its February 2012 meeting carried a motion to seek authorisation from the Minister for Planning to rezone the Ararat East A and B area from Farming Zone to, in part, Residential 1 Zone and Low Density Residential Zone.
At the February meeting Council was presented with a concept plan that outlined a core of Residential Zone and Low Density Residential Zone in the form of three precincts, a Residential Zoned precinct and two with potentially different Low Density Residential treatments with varying lot sizes dependant on provision of sewerage.
Buffers of larger lots were proposed to both the NMIT vineyard areas, to reduce conflicts with agricultural practices and the second to the railway and the Western Highway for amenity issues.
In preparing the documentation the Department of Planning and Community Development suggested different planning control mechanisms as being the more appropriate. Instead of using Low Density Residential as the buffers, the DPCD suggested that using a Design and Development Overlay would provide a better outcome.
