Brad Stacey from Allansford near Warrnambool said he has been camping at Lake Bolac more than 10 years and has seen the water levels rise and fall plenty of times during that period.
"It is fairly noticeable drop in water this year," he said.
"I have photos of us skiing straight off the retaining wall."
Mr Stacey and a group have big plans for Lake Bolac, including resurrecting the water ski club.
"The (Lake Bolac) ski club folded, so we have only just started it back up again just before Christmas," he said.
"We've only had one meeting so far, so we just have to wait for the constitution to come back. There is five on the committee and half a dozen or so members.
"We want to get all the lawn looking nice and green again, hopefully do up all the clubrooms and get a slalom course in the lake."
Mr Stacey spent time camping with family and friends at the Lake Bolac Caravan Park recently.
He said the poor skiing weather gave the group time to sample some of Lake Bolac's other activities.
"We play some tennis, lawn bowls, slip down the pub and have a few bets and beers. There is always something to do," he said.
