The Rovers finished last season 10th last season in the Mininera and District Football League, finishing with three wins from eleven matches.
Football Operations Manager Tony Liston the four new recruits will be "great additions" to the football club.
"Firstly we have three young guys from Geelong that were wanting to play football together," he said.
"They didn't want to play for another team in the Geelong district so they weren't playing against their old clubs.
"We got wind that they were looking around and gave them a phone call, met with them and signed them up that night."

Joel Downie is a midfielder from the Bell Park Dragons, Lachy Barnett is a utility from St Josephs and Max Cook is a defender from the Torquay Tigers.
Nathan Atchison is also joining the club who has family lineage at the club.
"Nathan is a big bodied midfielder who will be coming from Macorna FNC in the Golden Rivers FNL," Liston said.
"His grandfather Noel is a past coach and committee member and his grandmother Yvonne was a tireless worker for our club.
"His mum Natasha and uncle Gerald also played at the club.
"He was looking to come back to the district, he made contact with us and then we set up a meeting with him and he was happy to sign, which was a good result."
