The woman entered the cubical of the public facility on the corner of Vincent and High Streets at about 11.30am last Wednesday morning.
A person is suspected of having entered the building a short time after and reached in and under the partition to grab the handbag which was placed at the feet of the woman.
The handbag is believed to have contained valuables and cash estimated to be worth $2000.
Inside it was a silver and gold Pandora charm bracelet with various charms attached. The bracelet is of enormous worth and sentimental value to its owner.
Also contained in the handbag was a pair of prescription sunglasses and purse containing bank cards and cash.
Ararat police senior constable, Kevin Laugesen said the theft was of an opportunistic nature.
“We are urging anyone with information about this incident to first and foremost contact us (5355 1500),” he said.
“Also, if anyone recognises the bracelet floating around town or on eBay it is important you let us know.”
Snr Const Laugesen has urged residents to be vigilant and aware of their belongings and surroundings at all times.
“When something like this happens it is a reminder to people to take the necessary precautions and measures to ensure public safety.”
Questions have also been raised about why there were no hooks in the cubical for the woman to place the handbag on when using the public facility.
