Regional Roads Victoria noted in a brief update on Friday the Environmental Effects Statement report, with findings from environmental studies and technical investigations, is expected to be submitted to the state Minister for Planning by the end of May.
"The Minister for Planning can authorise the EES for public exhibition and invite public comments," the update states.
"A public exhibition is expected to occur in mid-2021."

Once the documents are released, community members are urged to make formal submissions on the project - Ripon MP Louise Staley said people should take that opportunity.
"This is the formal opportunity to respond to the EES, and anyone with any concerns really must do that."
The initial proposed route, announced in 2019, goes to the north of Beaufort, crossing the railway line west of Smiths Lane before linking back to the existing highway just west of Martins Lane.
No funding has been allocated for construction at this time.
