Greenhill Lake Development Board is seeking quotes on the prospective boardwalk.
The board's secretary Morris Allgood said the size of the lake means it is a significant project.
"The board is looking at getting some money to build a walkway right across the lake, which is about a kilometre long," he said.

"It will go from one island to the next over about five islands.
"It will join up with the present concrete footpath that runs from Ararat to Greenhill Lake.
"We want to develop to cater for bike riders, wheelchairs, and walkers."
Mr Allgood noted the Balcombe Creek Estuary Boardwalk at Mornington Peninsula as an example of what the board hopes to create.
He said whether the boardwalk comes to fruition depends on what money it is available.

"The group has got no way of raising the money other than to get grants," Mr Allgood said.
"We're just working on getting plans drawn up and doing costing so we can make some applications.
"The grants seem to be out there because a lot of other towns have already got them.
"I think it would be great for Ararat and great for people's health."
