Stawell police officers intercepted the man as he was driving on Patrick Street at 1.20am.
Acting Senior Sergeant Eddie Malpas said officers uncovered drugs, believed to be methamphetamine, as well as a significant amount of cash in the vehicle.
"This is excellent, proactive work by our members at Stawell," he said.
"And should serve as another reminder to people - if you want to take the risk of driving around with illegal substances in your car, expect to be caught and charged by our members."

The accused was also charged with allegedly committing an indictable offence whilst on bail, breaching bail conditions and dealing property suspected to be proceeds of crime.
The accused was remanded into custody to face the Ararat Magistrates' Court.
The arrest comes after Stawell police arrested an unlicensed driver in control of an unregistered vehicle last earlier this week.
