Victorian Premier Daniel Andrews' announcement on Sunday brought metropolitan Melbourne back to the same level of restrictions currently in place in regional Victoria, but did not offer much immediate change for regional Victorians.
Mr Andrews said despite recording zero new COVID-cases once again on Sunday, it was important not to ease restrictions too soon.
"To go from 700 cases a day to now nine days in a row with zero cases is a very impressive thing," Mr Andrews said.
"I am very, very grateful for every Victorian that has done an amazing job.
"But what we've built together is precious and fragile, and it has to be safeguarded.
"We have worked so hard. We have given up so much.
"We've got to protect it. So let's stay safe, stay open, and keep going."

These venues will be allowed a maximum of 20 people per space.
Several more changes were flagged to come into place from November 22, 11.59pm.
These include an increase in private gatherings to a maximum of 10 people and up to 50 people allowed to gather outdoors from any number of households.
Outdoor and indoor contact and non-contact sport can also grow, with groups of 50 allowed outdoors and groups of 20 allowed indoors with a density of one person per four square metres.
Hospitality venues will also be able to increase their limits to 100 people indoors and 200 outdoors.
Mr Andrews also specified that masks will remain for the foreseeable future, as an "extra bit of insurance" to help protect people against the virus.
"All mask rules remain in place. A time may come when we can have some changes to that, but that is not today, and I will not speculate when that might be," he said.
