Melbourne's 14-day rolling average fell to 0.4 with Sunday's numbers.
There are still two cases with an unknown source from the last 14 days.
Regional Victoria remains with zero cases and a 14-day rolling average of 0.0.
It comes ahead of Victorian Premier Dan Andrews potentially announcing significant changes to COVID-restrictions on Sunday afternoon.
The lack of cases has also inched Victoria closer to the "Last Step" on the Victorian governments road map.
The Last Step comes into effect when there are no new cases for 14 days in Victoria.
