Ararat Regional Library team leader Ashlee Mckinnis said staff members removed furniture for social distancing and have been regularly cleaning computers and books.
"We have social distancing stickers, and luckily we already had screens in place from when we reopened after the last lockdown," she said.
"We also had to reestablish our isolation area - when books get returned we wipe them down and they are isolated for a week.

"We were already prepared due to the last lockdown and we have created extra safety measurements to reduce risk.
"We are getting a very positive reaction from the community and we were busy opening day on Monday."
During COVID-19 lockdown, the Ararat Regional Library posted their Storytime program on YouTube to help entertain children.
"Storytime online was a good alternative to help keep kids in a routine," Ms Mckinnis said.
"We also had ebook services that people could access if they were unsure about certain books and wanted to browse."
Ararat Rural City Council chief executive Dr Tim Harrison said he was excited to welcome back visitors to the library.
"This is another important step forward in the reopening of regional Victoria. The role of libraries today extends far beyond access to books. They have the power to educate, inspire and connect all members of the community," he said.
"The Ararat Regional Library is committed to supporting the community throughout trying times and will ensure the appropriate health and safety measures are in place as we reopen. Rest assured, there's staff ready to help."
The library will continue to deliver a diverse range of online programs, as well as free online access to its collections, e-resources and services.
This includes providing a contactless click and collect service, as well as the home delivery service which is free to those who cannot get to the library in person.
Ararat Regional Library services will reopen with usual operating hours.
