Mr Andrews said earlier this week the state was positioned to take "significant steps", but warned they could not be what everyone wanted.
The 14-day rolling average in regional Victoria is unchanged at 0.5. In Melbourne, it has decreased to 7.5.
It follows daily increases of one on Saturday, two on Friday and six on both Thursday and Wednesday.
