On Monday, the state reported just 11 new cases. It was the lowest daily figure since June 21.
Yesterday, Premier Daniel Andrews said there are no new COVID-19 cases in regional Victoria, as he urged symptomatic people to get tested.
Mr Andrews said about 7000 people got tested on Saturday, but if test numbers are not maintained, it will hold the state back from taking "future steps".
"The strategy is working, the numbers are coming down, but if we were to open up right now, these numbers are still too high," he said.
