The 14-day rolling average number of new cases is 1.6, compared to 1.8 yesterday.

Mr Andrews said about 7000 people got tested on Saturday, but if test numbers are not maintained, it will hold the state back from taking "future steps".

"The strategy is working, the numbers are coming down, but if we were to open up right now, these numbers are still too high," he said.

School camps will return for regional Victorian students in Term 4, Education Minister James Merlino said.

Each school camp must have a COVID safe plan, with regular and enhanced cleaning.

"We want to see a return of all those other activities that make school life so rich," Mr Merlino said.

"This is a significant step not just for kids and schools but many, many people working in regional communities across the state."

Earlier: Victoria has recorded 11 new cases of COVID-19 in the past 24 hours. It is the lowest daily figure since June 21.

Sadly, a further two people have lost their lives to the coronavirus.

More details on today's figures are expected later today.

On Sunday, the state reported just 14 new cases. It was the first time Victoria had a daily tally below 20 since late June.

Sunday's low numbers gave Premier Daniel Andrews cause for optimism.

"This is a good day, a day where Victorians can be proud of the work they've done, their commitment (and) their resolve to see this off and to defeat this virus in its second wave properly comprehensively and sustainably," he said.
