Monday's statistical breakdown by the Department of Health and Human Services shows the total number of cases in Victoria is now at 3967.
The overall total has increased by 168, after nine cases were reclassified - largely due to duplication.
There is one active case in each of Swan Hill and Warrnambool, none in Ballarat or Mildura and four in Greater Bendigo.
11am: A further 177 people have been diagnosed with coronavirus in Victoria in the past 24 hours.
Monday's update marks the first time in three days the number of cases grew by under 200 statewide.
Twenty-five cases are linked to known outbreaks. There is no breakdown of cases by council areas yet.
"With 22,943 tests being conducted yesterday that takes our total number of 1.148 million. That testing rate highest per 100,000 of anywhere in the world," Premier Daniel Andrews said.
"Please come forward and get tested even if you have the mildest symptoms.
"If we get this under control, we will be able to resume opening up, to the vast majority of people doing the right thing, I again say thank you very much. If you are out there just breaking the rules and betting you won't get caught, the odds are not good... you will get fined.

Melbourne and Mitchell Shire, north of the city, remain in stage three lockdown. In NSW, 14 new cases of COVID-19 have been recorded, 13 of them linked to a hotel in Casula south of Sydney.
Victoria's Chief Medical Officer Dr Brett Sutton said 26 cases are linked to an aged care facility in Essendon, and 144 at Al-Taqwa College in Truganina.
Mental Health Minister Martin announced the launch of a digital mental health platform for young people called MOST - Moderated Online Social Therapy - an online tool which allows young people to access tailored online therapy and peer support, when and where they need it.
"It's initially going to be rolled out in the northern and western suburbs of Melbourne... it will be specifically available to young people in those (Flemington and North Melbourne) towers (where there have been outbreaks," he said.
