"This is a serious issue. Any local government should be concerned with mitigating the effects of the pandemic," he said.
"We all get worried that tourist hotspots such as Halls Gap and Pomonal will lead to more cases, but we can only hope the proper procedures are being followed.
"The fact we haven't got another case in because most people are being careful."
Dr Harrison said before the metropolitan lockdown, it was a delicate balancing act between protecting the community and stimulating the economy.
"We rely on tourism for our economy - we need people coming though," he said.
"There's a fear tension between the fear on contracting the virus and legitimate travellers coming to our region.
"We can't have job and a booming economy but no visitors."
Earlier: Wimmera and Grampians organisations are encouraging community members to seek assistance if they are affected by the COVID-19 pandemic.
Northern Grampians Shire Council mayor Murray Emerson said staff are able to help affected residents and businesses deal with the influx of information from the Victorian Government.
"Coronavirus contact tracing and the management of keeping a record of cases in the state is the responsibility of the Department of Health and Human Services so council doesn't provide direct support in this space," Cr Emerson said.
"However, council staff are here to help individuals and businesses through the process where we can.
"If business owners or staff are concerned about this, I encourage them to reach out to our business support team here at council and we can assist them in dealing with the state government's requirements."
There have been no new cases of COVID-19 recorded in the Grampians and Wimmera area as Victoria announced a record 191 new cases of coronavirus since yesterday.
The total number of cases now sits at 2824.
A new case has been announced in Port Fairy after a family holidaying in the area tested positive.
The overall total has increased by 164, after 27 cases were reclassified - largely due to duplication.
Within Victoria, 37 new cases are linked to outbreaks and 154 are under investigation. No cases have been detected in a returned travellers in hotel quarantine.
