Hartigan, a former captain at Horsham, last played for his home club during its 2017 premiership season.
He has spent the last two seasons playing for Echuca United, helping the side finish second on the Murray Football league ladder in 2019.
Horsham co-coach Jordyn Burke said it was a pleasure to regain a premiership teammate.
"We are bloody happy to get him back," Burke said.
Hartigan is likely to provide some versatility for the Demons, with an ability to play at either end of the ground.
Hartigan has played the majority of his illustrious career at centre-half back, but has also floated forward at times to provide a key position target, booting nine goals in his final season with the club in 2017.
Horsham will be determined to regain a spot in the top five next season after missing finals for the first time since 2001.
"It left a fairly sour taste in a lot of our mouths to not make it last year," Burke said.
"So we need to get back into it.
"I think with the boys coming back (from injury) and the improvement in the group, I'm really confident we can play finals footy, and anything can happen from there. But, really, you don't know (the strength of the competition) until you play everyone once.
"One way or another we'll recalibrate our goals at the midway point of the season. But at this point in time it's just about putting ourselves in the best position to succeed."
Burke, who stepped into the head coaching role at Horsham alongside Rhona Conboy for 2020, said the club was hopeful of securing more signings in the coming months.
"There's more hopefully on the way," he said. "We have a lot of irons in the fire and just need a bit of time to hopefully get them across the line."
Burke was also optimistic about an improving crop of young players at the club, including Matt Wynn, Sam Bigham, Sid Hernon and WFL under-17 league best and fairest Dyson Parish.
"The boys are training really well - there's a few younger players that are coming through and really stepping up," he said.
