The car was doing the burn-outs between Seaby and Longfield streets about 12.20am Sunday November 3.
The driver blew out both back tyres of the vehicle.
First Constable Josh Thomas, of Stawell, said police were already nearby and able to be on scene very quickly.
"Police were able to identify the vehicle and one Tasmanian male is assisting with inquiries," he said.
Acting Sergeant Bryan Anderson, of Stawell, said that police were adopting a zero tolerance to speed, fatigue, drug and drink driving over the long weekend as a part of a state wide operation, called Operation Furlong.
"We're running an operation this long weekend and have zero tolerance to speed fatigue, drug driving, drink driving," he said.
Police are saturating the state's roads as part of Operation Furlong, which targets driver, rider and pedestrian behaviour over the five-day period leading up to the nation-stopping race.
