An Xpress/Mobil store opened up recently on Moore Street, bringing Ararat's total petrol stations to five.
Australian Community Media made numerous attempts to contact the business developers but they did not respond.
However, Ararat Rural City Council chief executive Tim Harrison said that it was always good to have competition in the essential services sector.
"The Council welcomes any new business that wants to establish itself within our municipality, and it's great to see more competition in this space in particular," he said.
Dr Harrison said the council also appreciated seeing investing in a property that had been vacant for some time, refreshing the presentation of the site and helping revitalise that area of town.
The competition may not help struggling motorists though - the RACV's 2018-19 survey named Ararat the seventh most expensive place to buy unleaded petrol in regional Victoria.
