Sergeant Darren Bull said while a cause was yet to be established police investigations had uncovered the women, both 40, were on the poorly-lit road at the time.
"It's expected they will be released from hospital in the next couple of days," he said.
Earlier: Two 40-year-old women have been taken to separate hospitals in Melbourne, after they were hit by a car in Donald on Wednesday night.
Ambulance Victoria said emergency services were called to Racecourse Road just before eight o'clock, finding the duo.
One was flown to the Royal Melbourne Hospital with head injuries, the other the Alfred Hospital with back injuries.
An Alfred Hospital spokeswoman confirmed a woman in her 40s was admitted late on Wednesday night, and remained in a stable condition.
A Victoria Police spokeswoman said the driver, a Donald man in his mid 50s, stopped at the scene and was assisting police with their ongoing enquiries.
"The investigation into the exact cause of the collision remains ongoing," she said.
