Stephen John King, 50, applied for bail in Horsham Magistrates' Court on Monday.

He was charged with contravening a family violence order, recklessly causing injury, criminal damage, and disrupting the good order of police cells.

He did not enter a plea.

Horsham Detective Senior Constable Adam Williams told the court that King and a western Victorian woman were staying at a motel in Ballarat on September 3, when they allegedly got into a verbal argument.

He said King allegedly threw punches at the victim and hit her in the nose.

The woman went to Ballarat hospital for treatment.

King was charged and bailed.

Detective Senior Constable Williams said King allegedly sent abusive text messages to the victim on June 13.

He said the victim picked King up on June 19 to take him to court.

He said on the way, King allegedly threw the woman's mobile phone out the window.

The victim stopped the car and they both got out.

Detective Senior Constable Williams said King allegedly punched the victim in the mouth and headbutted her.

King was arrested and while he was in the police cells, he allegedly damaged a Ventolin inhaler and repeatedly pressed the duress alarm.

Detective Senior Constable Williams said King was yelling and screaming in the cells and was allegedly aggressive towards staff.

He said King would be an unacceptable risk to the community if he was released on bail.

"The victim is extremely fearful of the accused and believes his behaviour is escalating," he said.

"He has serious anger issues, which is concerning for the public."

Defence lawyer Nick Graham said King should be granted bail as he had urgent matters to deal with.

He said King's mother had recently died and he was the executor of her estate.

Mr Graham argued that because of the slow court system, King could be on remand for months before the court was able to deal with his case.

"With good bail conditions, his behaviour could be managed," he said.

"He wants the court to give him a chance, he has been through a lot and wants to show he can comply."

Magistrate Peter Dunn said it was concerning that King allegedly committed offences while on his way to court.

"Despite a thoughtful submission by the defence, I am not persuaded to grant bail," he said.

King was remanded in custody and will appear at Ararat Magistrates' Court on July 8.
