Fire crews were alerted to the small blaze at 6.20am Tuesday, which had been lit inside a small rubbish bin which the had been placed inside a toilet bowl.
The person has been caught on CCTV wandering around the town at nights, and Sergeant Bill Alford of St Arnaud said police were making inquiries.
“CCTV footage from nearby shops indicates to us a young person was seen walking the streets, but it’s not clear footage – we’re making more inquiries this morning,” he said.
The remnants of another blaze in the same toilet block were found the week before by a cleaner.
The fires did not result in damage to the facility.
Anyone with information is urged to contact St Arnaud police on 5495 1000, or Crime Stoppers on 1800 333 000.
Meanwhile, police issued two penalty notices to a female driver over the weekend after she fell asleep behind the wheel and veered off the road.
Sergeant Alford said the driver was travelling along the Donald-Stawell Road near Banyena Road, when she fell asleep and woke up as the car began to drift.
“She panicked, lost control, skidded in a power slide across the road, narrowly missing trees, and came to rest on the shoulder, well off the road on the grass verge,” he said.
The driver was uninjured, but Sergeant Alford warned drivers to take necessary precautions to address fatigue on the road.
“Drivers using country roads, particularly over long distances, need to be aware of their surroundings and take relevant precautions,” he said.
“If they are feeling tired, pull over, take a rest and don't fall asleep at the wheel.”
