Ms Hull accepted it via phone on Tuesday morning.
It comes after Ms Hull’s success in the countback on Monday with the election set to leave the council with one more seat to fill to have a full panel.
Acting mayor Gwenda Allgood said Ms Hull would bring a lot of experience to the current council.
“I think it is really interesting and the people in Ararat themselves decide on the mix,” she said.
“Everyone has a different style and Fay’s experience will really help her.”
Ms Hull was first elected to council in 2002 and served six years before being re-elected in 2012 for a four-year term.
Her tenure included two mayoral stints - in 2003-04 and 2007-08.
Cr Allgood said the two had worked closely during previous terms and is looking forward to seeing what Ms Hull adds to the mix.
“Out of all the councillors, I would be the only one who was there when Fay was last in council,” she said.
“I think Fay can bring her knowledge to the table, if you look around the table, it is getting to be a really interesting mix but we need to continue to work hard.
“They’ve nominated to be part of the council and we need to start working together and knuckling down, because I think that is what the people of Ararat want now.”
Ms Hull topped the countback ahead of Gary Hull, Frank Deutsch, Murray Winston Woods and Bernardine Atkinson.
The final countback to fill the remaining vacancy left my Darren Ford is scheduled for June 6.
