The deadline to register as a candidate expired at noon Monday.
A ballot draw was completed at 1.30pm to determine the order the 13 candidates will appear on the postal vote mail out.
The order of the ballot will be David Pettman, Bernardine Atkinson, Glenda McLean, Gary Hull, Fay Hull, Darren Ford, Frank Deutsch, Murray Winston Woods, Peter Beales, Gwenda Allgood, Bill Braithwaite, Jo Armstrong and Paul Hooper.
Four candidates attended the ballot draw at the Ararat Visitor Information Centre on Monday.
The 13 contenders now have until noon Wednesday to submit their profiles and photos to the Victorian Electoral Commission, which will be presented on the ballot paper mail out, between October 4 and 6.
Six of the candidates are running after serving on council since the 2012 election.
They are Glenda McLean, Gary Hull, Fay Hull, Frank Deutsch, Gwenda Allgood and Paul Hooper.
David Pettman, Bernardine Atkinson, Darren Ford, Murray Winston Woods, Peter Beales, Bill Braithwaite and Jo Armstrong make up the candidates who would be new to council if elected.
Colin McKenzie announced he would be stepping down in August.
It ends a 15-year run on council for Mr McKenzie.
