Cr Radford said Horsham council had sent delegations to the province in the past and it was important to keep up with the connection.
Cr Sedgman asked for an explanation of the benefits to the region.
Cr Clarke said the relationship had enabled cultural exchange between students, fostered trade relationships and pointed out that one of China’s biggest farm chemical companies now had its Australian head office in Horsham.
Cr Grimble said Horsham College no longer had a Chinese language program and the government supported language programs were changing so it was important to review.
Cr Grimble said he had been to Nujiang Lisu and it was a remote local more suited to cultural exhcange rather than agriculture.
Horsham council chief executive Peter Brown said Horsham council was i talks with Federation University and Longerenong College.

Cr Robinson has told councillors he intends to move a motion at the next meeting that Victorian Roads Minister Luke Donnellan to review the Horsham bypass.
Mayor Pam Clarke said she had to cut short a lunch with Telstra chief executive Andrew Penn to talk with grade five students about being a councillors, along with Cr Sedgman.
Cr Clarke said she enjoyed a thought-provoking presentation on Islam, the Koran and women’s rights at the Cultural Diversity event on Saturday.

Cr Mark Radford said he met with Horsham police to discuss people riding their bikes on the footpath.
He said Wimmera Drug Action Taskforce had received 200 responses to its survey on youth alcohol use.
Cr Radford also met with the Wimmera medical community on the issue of recruiting and retaining doctors in the region.
Cr Radford went to workshops as part of the LGBTI Roashow. He said he discussed homosexuality and the bible with Gender and Sexuality Commissioner Ro Allen and met Trudy, a transgender woman.

Cr Aletha Sedgman has been learning to paddle board on the Wimmera River and struck a few yoga poses on the water over the weekend.
Cr Sedgman said she also went cycling at Mt Arapiles and was disappointing to see poor connections to the bike paths.

So far: Cr John Robinson has used his delegates report to criticise the Horsham truck bypass options. Cr Robinson said he had been told putting a highway so close to Horsham Aerodrome would create a risk of an Essendon Airport-style crash.
Cr Les Power said it was a fantastic feeling to attend last week’s LGBTI community dinner in Horsham.
Cr David Grimble has updated councillors on his experiences with the proposed long-term lease of the port of Melbourne and the issues between the bypass and the aerodrome.
There was plenty of praise all round for the Horsham fishing competition, Wimmera Machinery Field Days and the ongoing Cultural Diversity Week.

10.1.2 SENATE INQUIRY ON THE RELOCATION OF GOVERNMENT BODIES TO REGIONAL AREAS
Purpose To advise Council on the submission made by the Wimmera Development Association, to the Federal Government on the relocation of government bodies to regional areas.
10.2.1 FINANCIAL ASSISTANCE GRANTS THE FUTURE OF INDEXATION – AUSTRALIAN LOCAL GOVERNMENT ASSOCIATION (ALGA)
To brief Council on the recent information and concern by the ALGA with regard to the restoration of indexation to the Commonwealth Government’s Financial Assistance Grants (FAGSs).
10.3.1 ECONOMIC DEVELOPMENT STRATEGY 2017 – 2021
To provide background information, process and timelines for the development of Horsham Rural City Council’s inaugural Economic Development Strategy (EDS) 2017 to 2021 being a 4 year period to match the cycle of council election terms.
10.4.1 DIGITAL COMPUTER LITERACY
To provide details of need for greater digital computer literacy in the Wimmera.
10.4.2 AGE-FRIENDLY COMMUNITIES GRANT
To provide information to Council regarding the Age-friendly Communities Grant Program. Council was recently notified by the State Government that it was successful in receiving a grant for $100,000.
10.5.1 SPEED LIMITS - VARIOUS
To propose that a number of speed limit change proposals be advertised for public comment.
10.5.2 EXTENSION OF CONTRACT 14/028 BITUMEN SEALING
This report advises of the review of contract with Inroads of Horsham over the last three summer sealing seasons under contract 14/028. It recommends that the first of two 12 month contract extensions allowed for under the contract be taken up. r.
