Media officer Belinda Batty said the Ford Falcon sedan was clocked at 198 kilometres an hour in a 100 kilometre an hour zone on the Western Highway about 5.25pm.
She said the car, driven by a 25-year-old Heidelberg Heights man, belonged to his mate in the passenger seat.
She said the car was impounded for 30 days and the boys would have to catch the bus back to Melbourne.
The driver has been charged with numerous traffic offences including dangerous speeding and reckless conduct endangering life.
He has been bailed to appear in Nhill Magistrates Court in April.
