Senior Constable Alistair Parsons said police first intercepted the woman, 31, as she entered the carpark of her accommodation on Dimboola Road, Horsham.
He said she failed a preliminary oral fluid test but refused to accompany police back to the station to undergo a second oral fluid test.
Senior Constable Parsons said officers were shocked when they sighted the same car within the hour.
He said the same woman was intercepted and again she refused to accompany police to undergo an oral fluid test.
Police then searched the vehicle and uncovered an amount of drugs.
The woman was arrested and interviewed. She was later released.
Police expect to charge the woman on summons with a range of traffic offences, refusal of an oral fluid test, and drug offences. She would face Horsham Magistrate’s Court at a later date.
