Geoff McInnes, 71, was aboard the boat named ‘Willaura’ when it overturned near Warrnambool’s breakwater at about 10am.
Mr McInnes and another man, a tourist from Canada, also aged in his 70s were pulled from the water unconscious.
The coroner has been tasked with piecing together the circumstances of the incident.
It is believed Mr McInnes relocated to Warrnambool a few years ago.
The deaths prompted a warning from Life Saving Victoria. Operations Manager Greg Scott said the tragedy was a reminder to people about the importance of wearing life jackets when boating.
