Work at the site of the $1.1 million project has stepped up in recent days.
Ararat Rural City Council has also announced the tender for the construction of the change room and kiosk pavilion has been awarded to Fixed Maintenance Proprietary Limited.
Mr Cashin said people would have noticed an increase in activity at the precinct over the last week.
“It is a very tight schedule, but the area will start to grow very shortly,” he said.
“Over the next few weeks and months there will be rapid changes with the aim of opening the pool and change rooms in December.”
Mr Cashin said local contractors including Stan Hamilton and Sons, KHS Contract, Ararat Concrete, Graeme McKay Earthworks and Marx Metal Recycling have all donated time and resources.
“It’s a credit to the community, these enormous in-kind gifts demonstrate the high spirit and how much the community is behind this project,” he said.
“It is only because of the kind work of the people in this community that this project has been able to come to reality.
“With the way it is progressing we look forward to having an up-to-date modern facility that’s not only going to be good for now, but for the future as well.
“It is going to be a great asset for the whole community.”
Mayor, Cr Paul Hooper said the new building will include change facilities and a kiosk for the Outdoor Olympic Pool and accessible public toilets for Alexandra Gardens.
“This multi-use facility will be a great asset to the gardens and Outdoor Olympic Pool, improving the precinct and offering accessible facilities for visitors,” he said.
Mr Cashin said the kiosk, change rooms, showers and toilets won’t just benefit pool users.
“It will bring the gardens and pool into one precinct and achieve our goal of making this area a meeting place for all families, not just people using the pool,” he said.
