Investigators have been told the victim, a 43-year-old Horsham woman, placed her handbag on the roof of her car while parked at a fast food outlet on Collings Street about 8pm on June 12.
A short time later the victim left the fast food outlet and drove home with her handbag still on the roof of the car.
At some point the bag fell from the car, but was handed into police the following morning.
It is believed a credit card stolen from the handbag was used to make purchases at businesses in Barkly Street, Ingor Street and Vincent Street on June 12, after the bag fell from the car.
Police have released an image of a man who they believe may be able to assist with their enquiries.
The man is also believed to have been driving a red Sedan but police have been unable to establish the make due to poor CCTV footage.
Anyone who recognises the man or has further information is urged to contact Crime Stoppers on 1800 333 000 or make a confidential report at www.crimestoppersvic.com.au
