Former Premier, Steve Bracks, gave the key note address reminding everyone of Mr Helper's great achievements as Minister for Agriculture, Minister for Small Business and Parliamentary Secretary for Regional Development. Mr Helper held the seat of Ripon for Labor for 15 years from 1999 to 2014.
Steve Bracks highlighted Mr Helper's constant and successful advocacy for the people and places of Ripon, always looking for opportunities to improve the resources available to the electorate. As Agriculture Minister he oversaw the development of the 'Future Farming Strategy' a $205 million innovative program for the agriculture sector. He was also a strong voice supporting renewable energy and the economic benefits it brought to the region.
Mr Helper worked with his Parliamentary colleagues to bring about the return of passenger rail in Ararat and Maryborough. An enormous achievement and one that will be remembered by the people of these towns for many years to come.
Streetscapes in Ararat, Beaufort, Maryborough and Avoca, new police stations, more than $7 million towards the redevelopment of the Ararat hospital and $17 million to the Stawell Community Health Centre were all substantial projects that benefited from Mr Helper's advocacy and knowledge of his community.
Small towns like Raglan, Moyston and Buangor were never forgotten by Mr Helper with many local halls receiving much needed facelifts and improved amenities.
Jaala Pulford, Minister for Regional Development and Agriculture in the Daniel Andrews Government also attended.
"Joe will be missed throughout Ripon," Ms Pulford said.
"Like Joe we will continue to work with the people of Ripon to identify opportunities to meet local community needs and build the future that these communities deserve."
