Robertson took home the JJ Box Medal for a second successive year with 30 votes, two clear of Hawkesdale/Macarthur's Lachlan Tanner.
Robertson's Ararat Eagles' team mate Naish McRoberts finished in a tie for third with 21 votes.
The talented footballer, who also went back-to-back in the league's under-16 goal kicking with 82 majors, said he was thrilled to receive the top honour once again.
"Last year I actually thought I had a better season," Robertson said.
"I didn't expect to win it again, but I am pretty excited to have done it."
Robertson took the lead in round 11 and didn't look back, with two best on ground performances in the final two rounds sealing the victory.
The highlight of his year was a 26-goal haul in round 16.
Robertson will be vying for another back-to-back accolade this weekend a premiership with the Ararat Eagles.
"We have beaten every team pretty comfortably and the only really close game we had was against Tatyoon not long ago, where we won by seven points," Robertson said.
"We've got one more game to go now, so hopefully another win.
"I'd like to thank Jaz Alexander for coaching and all the boys for delivering the ball into the forward line and helping me kick goals."
Making it a memorable night for the Penshurst Football Club was Len Cooper, who topped the reserves vote count to claim the DJ Martin Medal with 21 votes.
Runner-up went to Lismore/Derrinallum's Clinton Dudman (18), followed by Tim Black (17) from Wickliffe/Lake Bolac.
Other award winners on the night were leading goal kickers for the home and away season, Steven Butler (seniors) from Tatyoon with 78 and Wickliffe/Lake Bolac's Shaun Campbell (reserves) with 61.
Justin Eales made it a medal double by also taking home the Pauls Dairy Award as voted by the timekeepers with 32 votes from Moyston/Willaura's Josh Bywater on 24.
The David Watson Electrical Trophy for champion club was won by Tatyoon, while Glenthompson/Dunkeld was the Most Disciplined Club.
Tatyoon talent Arthur Armstrong had twice the reason to celebrate by being named the South-West District Coach of the Year and Victoria Police Blue Ribbon Foundation under-16 Coach of the Year, while other under-16 Blue Ribbon winners were Moyston/Willaura's Andrew Byron (Umpire of the Year) and Great Western's Jayden McCartney (Player of the Year).
