Applicant for the planning permit, Darren Ford from Ararat Survey Pty Ltd, said the 23 lot subdivision is part of a greater pool of undeveloped residential land in Brewster Road.
The proposed subdivision 'Omaroo' (Beautiful View) is on land owned by Ashley Heard with lots ranging in size, but with an average size of around 900 square metres.
"The pool of undeveloped residential land is held in diverse ownerships and would yield the balance of the 100 lots if those owners decided to develop the land in the typical residential character of Ararat and of Ashley Heard," Mr Ford said.
"The availability of residential land in Ararat is limited and Council's proactive approach to 'Evans Park' should be applauded because finding new areas for residential development is severely limited.
"It is an important Council imperative for Ararat that those residential areas that are available and have infrastructure available be carefully developed and managed for future demand."
Mr Ford said 'Omaroo' is a quality development in a sought after position and would offer diversity to Ararat.
He said services are available and the development would resolve ongoing drainage issues local to Brewster Road.
"I implore councillors to place high priority on allowing Ararat to grow and not allow development to be lost," Mr Ford said.
